Chapter 14 The Unforgivable Curses Free Essays
The next two days passed without great incident, unless you counted Neville melting his sixth cauldron in Potions. Professor Snape, who seemed to have attained new levels of vindictiveness over the summer, gave Neville detention, and Neville returned from it in a state of nervous collapse, having been made to disembowel a barrel full of horned toads. ââ¬Å"You know why Snapeââ¬â¢s in such a foul mood, donââ¬â¢t you?â⬠said Ron to Harry as they watched Hermione teaching Neville a Scouring Charm to remove the frog guts from under his fingernails. The only person missing was Hermione, who turned up just in time for the lesson. ââ¬Å"Been in the -ââ¬Å" ââ¬Å"Library.â⬠Harry finished her sentence for her. ââ¬Å"Cââ¬â¢mon, quick, or we wonââ¬â¢t get decent seats.â⬠They hurried into three chairs right in front of the teacherââ¬â¢s desk, took out their copies of The Dark Forces: A Guide to Self-Protection, and waited, unusually quiet. Soon they heard Moodyââ¬â¢s distinctive clunking footsteps coming down the corridor, and he entered the room, looking as strange and frightening as ever. They could just see his clawed, wooden foot protruding from underneath his robes. ââ¬Å"You can put those away,â⬠he growled, stumping over to his desk and sitting down, ââ¬Å"those books. You wonââ¬â¢t need them.â⬠They returned the books to their bags, Ron looking excited. Moody took out a register, shook his long mane of grizzled gray hair out of his twisted and scarred face, and began to call out names, his normal eye moving steadily down the list while his magical eye swiveled around, fixing upon each student as he or she answered. ââ¬Å"Right then,â⬠he said, when the last person had declared themselves present, ââ¬Å"Iââ¬â¢ve had a letter from Professor Lupin about this class. Seems youââ¬â¢ve had a pretty thorough grounding in tackling Dark creatures ââ¬â youââ¬â¢ve covered boggarts, Red Caps, hinkypunks, grindylows, Kappas, and werewolves, is that right?â⬠There was a general murmur of assent. ââ¬Å"But youââ¬â¢re behind ââ¬â very behind ââ¬â on dealing with curses,â⬠said Moody. ââ¬Å"So Iââ¬â¢m here to bring you up to scratch on what wizards can do to each other. Iââ¬â¢ve got one year to teach you how to deal with Dark -ââ¬Å" ââ¬Å"What, arenââ¬â¢t you staying?â⬠Ron blurted out. Moodyââ¬â¢s magical eye spun around to stare at Ron; Ron looked extremely apprehensive, but after a moment Moody smiled ââ¬â the first time Harry had seen him do so. The effect was to make his heavily scarred face look more twisted and contorted than ever, but it was nevertheless good to know that he ever did anything as friendly as smile. Ron looked deeply relieved. ââ¬Å"Youââ¬â¢ll be Arthur Weasleyââ¬â¢s son, eh?â⬠Moody said. ââ¬Å"Your father got me out of a very tight corner a few days agoâ⬠¦.Yeah, Iââ¬â¢m staying just the one year. Special favor to Dumbledorâ⬠¦.One year, and then back to my quiet retirement.â⬠He gave a harsh laugh, and then clapped his gnarled hands together. ââ¬Å"So ââ¬â straight into it. Curses. They come in many strengths and forms. Now, according to the Ministry of Magic, Iââ¬â¢m supposed to teach you countercurses and leave it at that. Iââ¬â¢m not supposed to show you what illegal Dark curses look like until youââ¬â¢re in the sixth year. Youââ¬â¢re not supposed to be old enough to deal with it till then. But Professor Dumbledoreââ¬â¢s got a higher opinion of your nerves, he reckons you can cope, and I say, the sooner you know what youââ¬â¢re up against, the better. How are you supposed to defend yourself against something youââ¬â¢ve never seen? A wizard whoââ¬â¢s about to put an illegal curse on you isnââ¬â¢t going to tell you what heââ¬â¢s about to do. Heââ¬â¢s not going to do it nice and polite to your face. You need to be prepared. You need to be alert and watchful. You need to put that away, Miss Brown, when Iââ¬â¢m talking.â⬠Lavender jumped and blushed. She had been showing Parvati her completed horoscope under the desk. Apparently Moodyââ¬â¢s magical eye could see through solid wood, as well as out of the back of his head. ââ¬Å"Soâ⬠¦do any of you know which curses are most heavily punished by wizarding law?â⬠Several hands rose tentatively into the air, including Ronââ¬â¢s and Hermioneââ¬â¢s. Moody pointed at Ron, though his magical eye was still fixed on Lavender. ââ¬Å"Er,â⬠said Ron tentatively, ââ¬Å"my dad told me about oneâ⬠¦.Is it called the Imperius Curse, or something?â⬠ââ¬Å"Ah, yes,â⬠said Moody appreciatively. ââ¬Å"Your father would know that one. Gave the Ministry a lot of trouble at one time, the Imperius Curse.â⬠Moody got heavily to his mismatched feet, opened his desk drawer, and took out a glass jar. Three large black spiders were scuttling around inside it. Harry felt Ron recoil slightly next to him ââ¬â Ron hated spiders. Moody reached into the jar, caught one of the spiders, and held it in the palm of his hand so that they could all see it. He then pointed his wand at it and muttered, ââ¬Å"Imperio!â⬠The spider leapt from Moodyââ¬â¢s hand on a fine thread of silk and began to swing backward and forward as though on a trapeze. It stretched out its legs rigidly, then did a back flip, breaking the thread and landing on the desk, where it began to cartwheel in circles. Moody jerked his wand, and the spider rose onto two of its hind legs and went into what was unmistakably a tap dance. Everyone was laughing ââ¬â everyone except Moody. ââ¬Å"Think itââ¬â¢s funny, do you?â⬠he growled. ââ¬Å"Youââ¬â¢d like it, would you, if I did it to you?â⬠The laughter died away almost instantly. ââ¬Å"Total control,â⬠said Moody quietly as the spider balled itself up and began to roll over and over. ââ¬Å"I could make it jump out of the window, drown itself, throw itself down one of your throatsâ⬠¦Ã¢â¬ Ron gave an involuntary shudder. ââ¬Å"Years back, there were a lot of witches and wizards being controlled by the Imperius Curse,â⬠said Moody, and Harry knew he was talking about the days in which Voldemort had been all-powerful. ââ¬Å"Some job for the Ministry, trying to sort out who was being forced to act, and who was acting of their own free will. ââ¬Å"The Imperius Curse can be fought, and Iââ¬â¢ll be teaching you how, but it takes real strength of character, and not everyoneââ¬â¢s got it. Better avoid being hit with it if you can. CONSTANT VIGILANCE!â⬠he barked, and everyone jumped. Moody picked up the somersaulting spider and threw it back into the jar. ââ¬Å"Anyone else know one? Another illegal curse?â⬠Hermioneââ¬â¢s hand flew into the air again and so, to Harryââ¬â¢s slight surprise, did Nevilleââ¬â¢s. The only class in which Neville usually volunteered information was Herbology which was easily his best subject. Neville looked surprised at his own daring. ââ¬Å"Yes?â⬠said Moody, his magical eye rolling right over to fix on Neville. ââ¬Å"Thereââ¬â¢s one ââ¬â the Cruciatus Curse,â⬠said Neville in a small but distinct voice. Moody was looking very intently at Neville, this time with both eyes. ââ¬Å"Your nameââ¬â¢s Longbottom?â⬠he said, his magical eye swooping down to check the register again. Neville nodded nervously, but Moody made no further inquiries. Turning back to the class at large, he reached into the jar for the next spider and placed it upon the desktop, where it remained motionless, apparently too scared to move. ââ¬Å"The Cruciatus Curse,â⬠said Moody. ââ¬Å"Needs to be a bit bigger for you to get the idea,â⬠he said, pointing his wand at the spider. ââ¬Å"Engorgio!â⬠The spider swelled. It was now larger than a tarantula. Abandoning all pretense, Ron pushed his chair backward, as far away from Moodyââ¬â¢s desk as possible. Moody raised his wand again, pointed it at the spider, and muttered, ââ¬Å"Crucio!â⬠At once, the spiderââ¬â¢s legs bent in upon its body; it rolled over and began to twitch horribly, rocking from side to side. No sound came from it, but Harry was sure that if it could have given voice, it would have been screaming. Moody did not remove his wand, and the spider started to shudder and jerk more violently ââ¬â ââ¬Å"Stop it!â⬠Hermione said shrilly.â⬠Harry looked around at her. She was looking, not at the spider, but at Neville, and Harry, following her gaze, saw that Nevilleââ¬â¢s hands were clenched upon the desk in front of him, his knuckles white, his eyes wide and horrified. Moody raised his wand. The spiderââ¬â¢s legs relaxed, but it continued to twitch. ââ¬Å"Reducio,â⬠Moody muttered, and the spider shrank back to its proper size. He put it back into the jar. ââ¬Å"Pain,â⬠said Moody softly. ââ¬Å"You donââ¬â¢t need thumbscrews or knives to torture someone if you can perform the Cruciatus Curseâ⬠¦.That one was very popular once too. ââ¬Å"Rightâ⬠¦anyone know any others?â⬠Harry looked around. From the looks on everyoneââ¬â¢s faces, he guessed they were all wondering what was going to happen to the last spider. Hermioneââ¬â¢s hand shook slightly as, for the third time, she raised it into the air. ââ¬Å"Yes?â⬠said Moody, looking at her. ââ¬Å"Avada Kedavra,â⬠Hermione whispered. Several people looked uneasily around at her, including Ron. ââ¬Å"Ah,â⬠said Moody, another slight smile twisting his lopsided mouth. ââ¬Å"Yes, the last and worst. Avada Kedavraâ⬠¦.the Killing Curse.â⬠He put his hand into the glass jar, and almost as though it knew what was coming, the third spider scuttled frantically around the bottom of the jar, trying to evade Moodyââ¬â¢s fingers, but he trapped it, and placed it upon the desktop. It started to scuttle frantically across the wooden surface. Moody raised his wand, and Harry felt a sudden thrill of foreboding. ââ¬Å"Avada Kedavra!â⬠Moody roared. There was a flash of blinding green light and a rushing sound, as though a vast, invisible something was soaring through the air ââ¬â instantaneously the spider rolled over onto its back, unmarked, but unmistakably dead. Several of the students stifled cries; Ron had thrown himself backward and almost toppled off his seat as the spider skidded toward him. Moody swept the dead spider off the desk onto the floor. ââ¬Å"Not nice,â⬠he said calmly. ââ¬Å"Not pleasant. And thereââ¬â¢s no countercurse. Thereââ¬â¢s no blocking it. Only one known person has ever survived it, and heââ¬â¢s sitting right in front of me.â⬠Harry felt his face redden as Moodyââ¬â¢s eyes (both of them) looked into his own. He could feel everyone else looking around at him too. Harry stared at the blank blackboard as though fascinated by it, but not really seeing it at allâ⬠¦. So that was how his parents had diedâ⬠¦exactly like that spider. Had they been unblemished and unmarked too? Had they simply seen the flash of green light and heard the rush of speeding death, before life was wiped from their bodies? Harry had been picturing his parentsââ¬â¢ deaths over and over again for three years now, ever since heââ¬â¢d found out they had been murdered, ever since heââ¬â¢d found out what had happened that night: Wormtail had betrayed his parentsââ¬â¢ whereabouts to Voldemort, who had come to find them at their cottage. How Voldemort had killed Harryââ¬â¢s father first. How James Potter had tried to hold him off, while he shouted at his wife to take Harry and runâ⬠¦Voldemort had advanced on Lily Potter, told her to move aside so that he could kill Harryâ⬠¦how she had begged him to kill her instead, refused to stop shielding her sonâ⬠¦and so Voldemort had murdered her too, before turning his wand on Harryâ⬠¦. Harry knew these details because he had heard his parentsââ¬â¢ voices when he had fought the dementors last year ââ¬â for that was the terrible power of the dementors: to force their victims to relive the worst memories of their lives, and drown, powerless, in their own despairâ⬠¦. Moody was speaking again, from a great distance, it seemed to Harry. With a massive effort, he pulled himself back to the present and listened to what Moody was saying. ââ¬Å"Avada Kedavraââ¬â¢s a curse that needs a powerful bit of magic behind it ââ¬â you could all get your wands out now and point them at me and say the words, and I doubt Iââ¬â¢d get so much as a nosebleed. But that doesnââ¬â¢t matter. Iââ¬â¢m not here to teach you how to do it. ââ¬Å"Now, if thereââ¬â¢s no countercurse, why am I showing you? Because youââ¬â¢ve got to know. Youââ¬â¢ve got to appreciate what the worst is. You donââ¬â¢t want to find yourself in a situation where youââ¬â¢re facing it. CONSTANT VIGILANCE!â⬠he roared, and the whole class jumped again. ââ¬Å"Nowâ⬠¦those three curses ââ¬â Avada Kedavra, Imperius, and Cruciatus ââ¬â are known as the Unforgivable Curses. The use of any one of them on a fellow human being is enough to earn a life sentence in Azkaban. Thatââ¬â¢s what youââ¬â¢re up against. Thatââ¬â¢s what Iââ¬â¢ve got to teach you to fight. You need preparing. You need arming. But most of all, you need to practice constant, never-ceasing vigilance. Get out your quillsâ⬠¦copy this downâ⬠¦.â⬠They spent the rest of the lesson taking notes on each of the Unforgivable Curses. No one spoke until the bell rang ââ¬â but when Moody had dismissed them and they had left the classroom, a torrent of talk burst forth. Most people were discussing the curses in awed voices ââ¬â ââ¬Å"Did you see it twitch?â⬠ââ¬Å"- and when he killed it ââ¬â just like that!â⬠They were talking about the lesson, Harry thought, as though it had been some sort of spectacular show, but he hadnââ¬â¢t found it very entertaining ââ¬â and nor, it seemed, had Hermione. ââ¬Å"Hurry up,â⬠she said tensely to Harry and Ron. ââ¬Å"Not the ruddy library again?â⬠said Ron. ââ¬Å"No,â⬠said Hermione curtly, pointing up a side passage. ââ¬Å"Neville.â⬠Neville was standing alone, halfway up the passage, staring at the stone wall opposite him with the same horrified, wide-eyed look he had worn when Moody had demonstrated the Cruciatus Curse. ââ¬Å"Neville?â⬠Hermione said gently. Neville looked around. ââ¬Å"Oh hello,â⬠he said, his voice much higher than usual. ââ¬Å"Interesting lesson, wasnââ¬â¢t it? I wonder whatââ¬â¢s for dinner, Iââ¬â¢m ââ¬â Iââ¬â¢m starving, arenââ¬â¢t you?â⬠ââ¬Å"Neville, are you all right?â⬠said Hermione. ââ¬Å"Oh yes, Iââ¬â¢m fine,â⬠Neville gabbled in the same unnaturally high voice. ââ¬Å"Very interesting dinner ââ¬â I mean lesson ââ¬â whatââ¬â¢s for eating?â⬠Ron gave Harry a startled look. ââ¬Å"Neville, what -?â⬠But an odd clunking noise sounded behind them, and they turned to see Professor Moody limping toward them. All four of them fell silent, watching him apprehensively, but when he spoke, it was in a much lower and gentler growl than they had yet heard. ââ¬Å"Itââ¬â¢s all right, sonny,â⬠he said to Neville. ââ¬Å"Why donââ¬â¢t you come up to my office? Come onâ⬠¦we can have a cup of teaâ⬠¦.â⬠Neville looked even more frightened at the prospect of tea with Moody. He neither moved nor spoke. Moody turned his magical eye upon Harry. ââ¬Å"You all right, are you, Potter?â⬠ââ¬Å"Yes,â⬠said Harry, almost defiantly. Moodyââ¬â¢s blue eye quivered slightly in its socket as it surveyed Harry. Then he said, ââ¬Å"Youââ¬â¢ve got to know. It seems harsh, maybe, but youââ¬â¢ve got to know. No point pretendingâ⬠¦wellâ⬠¦come on, Longbottom, Iââ¬â¢ve got some books that might interest you.â⬠Neville looked pleadingly at Harry, Ron, and Hermione, but they didnââ¬â¢t say anything, so Neville had no choice but to allow himself to be steered away, one of Moodyââ¬â¢s gnarled hands on his shoulder. ââ¬Å"What was that about?â⬠said Ron, watching Neville and Moody turn the corner. ââ¬Å"I donââ¬â¢t know,â⬠said Hermione, looking pensive. ââ¬Å"Some lesson, though, eh?â⬠said Ron to Harry as they set off for the Great Hall. ââ¬Å"Fred and George were right, werenââ¬â¢t they? He really knows his stuff, Moody, doesnââ¬â¢t he? When he did Avada Kedavra, the way that spider just died, just snuffed it right -ââ¬Å" But Ron fell suddenly silent at the look on Harryââ¬â¢s face and didnââ¬â¢t speak again until they reached the Great Hall, when he said he supposed they had better make a start on Professor Trelawneyââ¬â¢s predictions tonight, since they would take hours. Hermione did not join in with Harry and Ronââ¬â¢s conversation during dinner, but ate furiously fast, and then left for the library again. Harry and Ron walked back to Gryffindor Tower, and Harry, who had been thinking of nothing else all through dinner, now raised the subject of the Unforgivable Curses himself. ââ¬Å"Wouldnââ¬â¢t Moody and Dumbledore be in trouble with the Ministry if they knew weââ¬â¢d seen the curses?â⬠Harry asked as they approached the Fat Lady. ââ¬Å"Yeah, probably,â⬠said Ron. ââ¬Å"But Dumbledoreââ¬â¢s always done things his way, hasnââ¬â¢t he, and Moodyââ¬â¢s been getting in trouble for years, I reckon. Attacks first and asks questions later ââ¬â look at his dustbins. Balderdash.â⬠The Fat Lady swung forward to reveal the entrance hole, and they climbed into the Gryffindor common room, which was crowded and noisy. ââ¬Å"Shall we get our Divination stuff, then?â⬠said Harry. ââ¬Å"I sââ¬â¢pose,â⬠Ron groaned. They went up to the dormitory to fetch their books and charts, to find Neville there alone, sitting on his bed, reading. He looked a good deal calmer than at the end of Moodyââ¬â¢s lesson, though still not entirely normal. His eyes were rather red. ââ¬Å"You all right, Neville?â⬠Harry asked him. ââ¬Å"Oh yes,â⬠said Neville, ââ¬Å"Iââ¬â¢m fine, thanks. Just reading this book Professor Moody lent meâ⬠¦Ã¢â¬ He held up the book: Magical Water Plants of the Mediterranean. ââ¬Å"Apparently, Professor Sprout told Professor Moody Iââ¬â¢m really good at Herbology,â⬠Neville said. There was a faint note of pride in his voice that Harry had rarely heard there before. ââ¬Å"He thought Iââ¬â¢d like this.â⬠Telling Neville what Professor Sprout had said, Harry thought, had been a very tactful way of cheering Neville up, for Neville very rarely heard that he was good at anything. It was the sort of thing Professor Lupin would have done. Harry and Ron took their copies of Unfogging the Future back down to the common room, found a table, and set to work on their predictions for the coming month. Essay Sample on Youth Culture and Its Development For this assignment, I shall explore some factors that influence the development of culture, and sub-culture, reflecting on consumer products, and how they help to develop identity. In particular, my study will focus on music, media, and fashion, in relation to young people. As Williams, Hall, and Jefferson (1977) suggest, in this context culture refers to distinct patterns of life, and the ways in which social groups give expression to their social and material life experiences. (Cited in Wyn, J. White, R. 1997:pg72) Subculture highlights diversity, such as individual group cultures, sub-cultures give young people the chance to express their difference from the rest of society, yet coexist within it. (Brake,1980 cited in Roche,J.Tucker,S.1997:pg149) Consumer products alone do not make identity, but do attribute to the formation of it, with todays teen consumer market is the most lucrative it has ever been. Marketers historically have recognised this, and therefore, use certain elements of youth culture to promote products. The media influence on the development of youth cultures and sub-cultures is also instrumental, with young people facing a barrage of messages explaining what it means to be young. How we consume determines who we become, our value base, and how we interact with people in the broader context of the world. Youth culture has changed over the generations, for parents of teens, the gap seems to be ever widening. Young people have faced similar challenges to each other, but each generation is unique, and experience situations that shape their attitudes and behaviours. However, when entering into any particular culture, although influences exist, it is still usually a conscious choice. A useful way to examine influences, on young people over time, is that of Strauss and Howe in their book the fourth turning. Each generation are labelled, to offer the reader an understanding. According to Strauss and Howe, the silent generation grew up with the harsh realities of war and a depressed economy. (www.health.org) This group of young people where at a crossroads, too young to be heros of the war, and yet too old to be young free adolescents, they paved the way towards civil rights, and the rock and roll era. The next generation were to be known as the baby boomers, growing up with idyllic views of life, accepting the notion of father knows best (www.health.org) They engaged in a culture of free loving, urban riots and unrest, and as this generation were to mature, idealism allowed the introduction of materialism; hence the word yuppie (www.health.org) arrived. Generation X was born into an era of high divorce rates, and an increasing rise in the number of single parent families. These young people entered the labour market, when jobs were scarce, and youth crime and disorder soared, the aids epidemic was rampant. Their outside status helped spawn the angst-filled grunge movement and they also fuelled the hip-hop explosion. (www.health.org) The next generation Y/Millennials, were born into both good and bad influences at the same time. At the top of the national agenda is child welfare, although negative school violence and drugs is at the forefront. Computerisation and technology is ever increasing, and equipment is predominately digital. The Y generation, is a representation of todays teens where surfing the internet is the norm, and emailing is as common as using the telephone. This era is much more multicultural than it was when their parents were growing up, and images containing sex and violence are common themes that surround them on a daily basis. To an extent the Vietnam war and the assassinations of John Kennedy, Robert Kennedy, Malcolm x, Medgar Evers, and Dr. Martin Luthur king, Jr, are ancient history. (www.health.org) The speed at which cultural objects and ideas are transmitted globally today, are significant factors in the number of youth subculture groups that are identified. A major change with regards to counter cultural groups today, is the large number of them around. For example, in the sixties it was common to be classed as a mod or a rocker, you tended to be on or the other. Today youth can align with many other groups, because there is such diversity. The mass media has a large role to play in encouraging the formation of sub-cultural groups, by helping young people to see and identify which role models represent what groups. Perhaps more fundamentally, youth culture has become more accepting and accommodating of various different groupings within the community. There are groups on the fringe of society who may be counter cultural in orientation, like punks, goths etc.. by large there now seems to be a strong sense of tolerance for difference, and a felling that diversity may even be positive. Media targeting of young people is all too common, with the hunt for consumer money on. Advertisers view teens in particular, as uniquely profitable, they buy themselves, influence parents to buy, and indeed will be future adult consumers. Consumer advertising through the media is highly influential on young people, especially when they use popularity by association: Product advertised by famous people. Although, adolescents I work with are sometimes quite cynical to this approach, seeing it as someone who gets paid for a job, without actually believing in the product. Media advertising uses signifiers to appeal to different groups, visual and verbal elements are combined to produce particular meanings and effects. If we look at an advertisement for the chocolate bar bounty, the light blue packaging denotes the product as food. Related visual images of a sunny desert island, gives connotations of youth, freedom, and happiness. The music can be powerful in giving the feeling of energy, and pleasure. This example is to illustrate how powerful semiotics and the use of signs in the media can be. Media uses semiotics in portraying fashion and beauty items, and has done over time. Clothes are an important indication of social interaction, and media images even in the sixties helped to determine what groups young people engaged in,clothing fashion both sprang from and had influence on the various youth culture groups of the time which diverged and evolved as the decade progressed. (www.sixtiescity.com) The teddy boys dressed in Edwardian style clothing, Hells angels wore leather, which was symbolic of their brotherliness and motorcycling ventures. This code of dress although sub-cultural, was mainly to facilitate their mode of transport as opposed to a fashion statement. This dress sense may have been influenced by films of the time such as the wild ones. Mersey sound in 1963, eminently the Beatles, the Rolling Stones, the Animals, and later the Who, led to a huge rise in the different cultural groups. One such group were the modernists (mods), who followed jazz music, cultural habits of this group revolved around dancing, fashion, and music. Mods were to popularise the usage of drugs, this was how they preserved energy to attend the all night ..dance-till-you-drop lifestyle. (www.sixtiecity.com) They began to take drynamil, which although originally prescribed for those with anxiety, had an amphetamine like effect, commonly know as purple hearts. Other drugs began to circulate like French blues, dexedrine, and strong black bombers. Following mods came a brief culture of regency, their look included buttons, bows, frills, and velvet, typical of some major pop groups like the Kinks, and the photographer Patrick Litchfield. Surviving only a short time, this trend was taken over by the huge hippie flower power culture, hippies epitomised individualism, and made their own preferences very much apparent. Hippies motto make love not war, gave them a key to their own specific culture, pro-drugs and doing their own thing was what they were about. They dressed in kaftans, afghan style coats, had body painting, flowers in their hair, and would often be seen wearing lots of beads. Their indulgence in the LSD (lysergic acid diethylamide) scene is possibly where the feeling of freedom and youthfulness derived from. à ¡In many different parts of the world popular music is a primary, if not the primary, leisure resource for young people. (Bennett,A.2000:pg34) Pop art was a movement attempting to withdraw popular and high culture boundaries, it was a reaction to the seriousness given to abstract impressionalism. (www.sixtiescity.com) Pop art was a simplistic style, with a focus on exaggerated colour. An example of this is Ãâ¢Ã ¢Warholà ¢s silk-screen paintings that made use of monotony and repetition such as the images of Marilyn Monroe and Elvisà ¢. (www.sixtiescity.com) Certainly some of the more famous pictures of this time included daily objects like coca-cola bottles. Pop music is still seen in todays society, as a significant piece of youth culture, which can be traced back to the advent of rock à ¡nà ¢ roll in the early 1950s. (Bennett,A.2000:pg34) Dance music to an extent has become known, as a separate culture in its own right: club culture, signifiers are hairstyles, clothing and attitudes. Subcultures can be defined as being subordinate to the dominant culture, and club culture fits this category. Dance music embraces a variety of different cultures, class, and lifestyles. Fundamentally its venue is a club where people socially interact, and dance to electronically engineered music. The people who attend any particular session, will vary depending on where it is held, how it is publicised and the price it will be. For example, In London a rave commonly known as the jungle scene is predominantly black-led, attracting a diversity of young people, mainly from urban settings. Conversely the venue cream in Liverpool uses the local radio station to publicise the event. Tickets are sold at a price of approximately à £25.00, and attendance is usually by middle class, white sections of society. One young person commented on how à ¡nowadays there arenà ¢t many free parties about cos things get busted up more cos of the criminal justice act. (Garratt,D.Roche,J.Stanley,T.1997:pg9) Cultural theorist, such as Hall and Hebdige are concerned with dance music as a sub culture, and how they believe it can lead to young people being corrupt and turning against what society view as Ãâ¢. established order. (www.studentcentral.co.uk) They believe this happens as a result of alternative dress code and rituals. To an extent I disagree with their theory with regards to dance music in particular, as I dont believe dance music has an identifiable code of dress at present, and people who participate in my experience, do not consciously set themselves apart from the wider culture. My conclusion is that There are no barriers within dance, (Rietveld,H. Cited in www.studentcentral.co.uk) the music does not discriminate against people on the ground of ethnicity, class or sexuality. Dance music encompasses both underground and mainstream facets of society; in its multicultural approach. Starting in the United States of America in the late seventies as a underground subculture, it has developed to the mainstream of the mid 1990s, beginning to create its own unique culture in the twenty first century. Drugs were a cultural part of different sub-cultural movements, as far back as the sixties, and even today the way we behave in different groups, and associate as individuals is very time, place and culturally specific. Media gained great exposure in the topic of drugs, and still does. Young people and adults alike were associating songs with drug experiences, such as Yellow Submarine by the Beatles, Strawberry Fields, and Lucy in the Sky with Diamonds. Today songs still celebrate the psychedelic experience of drug use, for example, I want to be a Hippie and I want to get Stoned. Young people, as a form of individualistic identity, could interpret this as it was in the hippie era. It is an example of the younger generation wanting to express their own views, rather than succumbing to the values and rules left behind from the older generation. Others discourage deviant behaviour, by favouring school activities such as sport, and extra curriculum activities. Peer pressure can by a huge influence, in the development of culture amongst young people, as often they have their own set of rules and norms. Some adults see young people as immature, and say everything has been handed to them on a plate. The common theme is that young people today did not experience hardships their parents had to, or the reality of the labour market. The new generation, are seen as ungrateful to their elders who worked hard to reach this level of wealth. These kind of comments were said about youth in the 50s, right through to the present day, and will continue to be said about the following generation. Government policies will affect youth culture, to the extent that young people choices will be limited. For example the banning of various song lyrics like the rapper Eminem, takes away the right to choose which materials to buy. For young people to be regarded as citizens in their own right, it is indispensable that they are involved in the making of policies affecting them. Citizenship teaching in schools is a relatively new initiative, enabling young people to engage with issues affecting them. Learning how to become active citizens, through the development of skills, enabling them to challenge government officials, will be instrumental in the process of young people be listened to and heard. For citizenship to be productive and promote equality, it needs to be focused on not only the production of the ideal citizen, where people conform to government requests. Housing and Sustainable Development 1. What is ââ¬ËSustainable development? Sustainable development is a very simple proposal of very high significance, which suggests achieving equilibrium between economic, social and environmental issues and concerns. ââ¬Å"If we are to maintain and improve the quality of our own lives and pass that quality on to future generations, we must use finite natural resources in an efficient way without waste, and protect the natural environment to enhance the ability of future generations to maintain and improve their lives.â⬠(Housing Corporation, 2008) There are mainly two definitions of sustainability which are related to ââ¬ËPlanning Field, the first one says, ââ¬Å"Development that meets the needs of the present without compromising the ability of future generations to meet their own needs.â⬠(Housing Corporation, 2003) And secondly the UK definition says, ââ¬Å"Ensuring a better quality of life for everyone, now and for generations to come.â⬠(Housing Corporation, 2008) The main aim of sustainable development is to ensure that the people can use the necessary services without the use of automobiles. They should be promoted to use the public transport. The placement and location of the development should be such as to modify the access to the local amenities by walking, and using public transport. The features of our built environment are very fundamental in attainment of sustainable patterns. This may include the reduction of green house gases and CO2 emissions, less pollution, preservation of the natural resourc es, consistent and comprehensive local communities and wealthy and safe economy. The term ââ¬ËSustainability is very vast and depends upon various aspects like economy, transportation, environment, social communities, residential development etc. In this seminar paper I will explain the role of housing sector in the process of achieving sustainable development. On the other side it will explain the benefits to the housing sector via achievement of sustainability. Eventually this seminar paper will enlighten the role of the planning systems in achievement of sustainable housing development, with the help of some major issues in new housing development, like transportation, higher density, social inclusion, mixed land use development and use of brown field sites. I will also try to focus on the provisions in the planning systems for the sustainable development in rural areas, with the help of PPS7. 2. Housing development and Sustainability With the reference to the above mentioned definition of sustainability, housing development plays a very important role in the achievement of sustainability, because housing development consumes the resources in its construction, maintenance and use, on a larger scale. There is a correlation between housing and sustainability, it is a two way process. Integrating morality of sustainability into housing development, its maintenance, and restoration will not make important input in accomplishment of general sustainability objectives, but it will also offer significant progress in the quality robustness and cost efficiency of the housing development. How housing development contributes to sustainability? Global climate change is the most extensive and potentially harmful environmental issue now days, as a cause of the green house gases emissions, remarkably CO2. The solution on this issue can be found in decreasing the travel overall and minimising the use of cars specifically. Housing sector also has a significant contribution to play, in features of the dwellings, the structure and the location of the housing development. The unhealthy change in the local climate occurs due to the poisonous gases and green house gases emissions from the houses in the development. This is the main reason of the contribution of housing development in achievement of sustainability. (Archive2 official documents, 2009) When the life of any building ends, the recycling and reuse of the materials and resources will help in reduction of the quarrying and other resource activities for new resources, this will eventually help in the reduction of landfill amount at the demolition of the mines and quarries.à With respect to the green house gas emissions and the higher consumption of energy from every house produces some dangerous gases like SO2 (causes acid rain), NOx and CO, these gases are very poisonous for human health. The maximum use of energy efficiency will optimistically reduce the emissions of these pollutants. There is a chance of causing the ill health effects called as, ââ¬Ësick building syndrome (Archive2 official documents, 2009) due to very compact and air-tight arrangement of houses in the development and the increasing utilisation of synthetic materials. So the cautious selection of building materials will help to enhance the use of renewable resources, helping to improve the macro and micro level climate in the development. (Housing Corporation, 2003) How sustainability benefits housing development? There are some benefits which housing development gets through sustainable patterns, like energy efficiency, social inclusion, and economic effectiveness. These terms are related with the environmental, social and economic development of the community. Many poor families are not able to heat up their houses at a required level; also some houses suffer from the condensation and dampness, which affects the health of the community. The sustainable housing development not only include the environment responsive and energy efficient houses but also will have provision of employment, schools, shops, primary health care centre etc local amenities which will be accessible for the residents of the development using public transport or by walking. This new sustainable housing development will be a mixture of various groups like income groups, age groups and tenures. This will help in achieving the social inclusion. Planning systems and ââ¬Ësustainable housing development Achievement of the sustainable development is one of the important issues in front of our society, where we live, work. In 1992, ââ¬ËThe Rio Earth Summit, documented that, in the achievement of the sustainable development, the local government has a very important role to play, because it has the control of the local development and the land use. This role of the planning systems is explained practically in the UK Governments ââ¬ËA Better Quality of Life a Strategy for Sustainable Development for the UK (May 1999). The national strategy sets out four ââ¬Ëkey objectives that must be achieved simultaneously: Effective protection of the environment Maintenance of high and stable levels of economic growth and employment Social progress that recognises everyones needs; and Prudent use of natural resources.â⬠(Nicholas et al, 2005) In the new planning system, as mentioned in ââ¬ËPlanning and Compulsory Purchase Act 2004, the local planning authorities are supposed to encourage the sustainable development by means of application of sustainability considerations while preparing the planning documents like ââ¬ËSPD and ââ¬ËDPD. This technique will be useful for the local planning authorities to appraise the insinuation of the sustainability in their local development plans. (Dudley MBC, 2006) To achieve the broad objectives of sustainable development, the country requires a ââ¬Å"transparent, flexible, predictable, efficient and effective planning systemâ⬠(ODPM, PPS1, 2005, p3, paragraph 7). UK government has made some provisions in the planning system like, planning policy guidance and statements (revisions), national planning policy, regional planning guidance, and the code for the sustainable homes, which will provide a structure for the planning of ââ¬Ësustainable development. These provision s in made in the planning systems will optimistically help the local planning authorities to implicate and encourage the sustainable patterns in the new developments. Planning Policy Statement 1 (PPS 1) Delivering Sustainable Development (2005) states that ââ¬Å"Planning authorities should ensure that sustainable development is treated in an integrated way in their development plans. In particular, they should carefully consider the interrelationship between social inclusion, protecting and enhancing the environment, the prudent use of natural resources and economic development.â⬠(ODPM, PPS 1, 2005, paragraph 24). 4. Elements encouraging the ââ¬ËSustainable housing development Mixed land use development and higher residential densities Mix land use means; use of the land, for development of houses, businesses, schools, recreational areas, etc., public, semi-public, and private development, in the close proximity of each other. There are some important prospective of the mixed land use development. It helps to reduce the often travelling because it brings the various deeds and amenities comparatively close to each other. Mixed land use development raises the ââ¬Ësafety and security of the development. Also helps to increase the access to the local jobs and employment. The reduced residential density, isolated land use and detached street patterns are related with the increased automobile use and increases the ââ¬Ëobesity and the persistent illness in the community. The increased residential density can minimise the ââ¬Ëland take. It helps in reduction of travel and minimises the use of private vehicles by enhancing the use of public transport.à Higher residential densities decrease the area of the land r equired for roads, car parking, which helps to make the development more pedestrian responsive. It also helps in increment of Social inclusion by growing number of people inside walking distance. It helps to make the development socially strong and sustainable. Eventually this will increase the number of people on the street, which can enhance the liveliness and apparent safety of the development. The important thing to be kept in mind while providing a location for high density areas in the development is, to locate these areas nearer to the traffic nodes and should be having easy access to public transport. If the high density areas are located away from the public transport, the ââ¬Ëcar dependency in the development will start to increase creating the development unsustainable. Mixed land use and the increased residential density is the key in achievement of sustainable patterns and making the development more comprehensive. (Archive2 official documents, 2009) Use of Brownfield sites à In UK, the term ââ¬ËBrownfield site is described as, ââ¬Ëpreviously developed land, and on which redevelopment is possible. In general, this land has been utilised previously for commercial or industrial development, and which is now in a dilapidated condition and probably polluted. The deficiency of ââ¬ËGreen land availability for new development, in the recent time, ââ¬ËBrown field sites came in to the picture, particularly in those areas where the requirement of the ââ¬Ëresidential or ââ¬Ëcommercial development is more. The ââ¬ËBrownfield sites are meant not only for the residential or commercial development, but also can be utilised as open spaces, recreational spaces, local amenities etc. The repossession and reuse of ââ¬ËBrownfield site is a key factor of UK governments ââ¬ËSustainable Development Strategy, which incorporates a variety of ââ¬Ëeconomic, social and environmental objectives. Redevelopment of ââ¬ËBrownfield sites helps to improve th e environmental strength and the ugliness of the surroundings. The increased use of ââ¬ËBrownfield sites promotes the practicability of public transport, also makes helps in utilising existing communication and infrastructure. It also enhances the overall residential densities, and proposes chances for the improved quality residential developments, with the provisions of the employment and the other local amenities. The ââ¬ËBrownfield sites can be redeveloped in Urban as well as Rural areas, depending upon the accessibility and feasibility. (Archive2 official documents, 2009) Car free development (sustainable transport) Any housing development to be considered as sustainable neighbourhood development should minimise the necessity of private transport, like cars. There should be promotions to walking, cycling and use of public transport. This will not only result in reduction of the pollution but can be considered as a important factor in the creation of a healthy ââ¬Ëcommunity cohesion, a neighbourhood development, where its residents feel relaxing, walking which will result in more social interaction to make the development community healthy and wealthy. Mixed land use development and higher residential density will help in reduction of general travel and will promote walking and cycling, reducing the use of private transport. (Department for Transport, 2008) There are several ways which will encourage and promote a reduction in ââ¬Ëcar dependency, like Proposing entirely or partially a ââ¬Ëcar free environment, and maximising provision of walking plazas and designing separate tracks for cycling. Controlling car spaces and charging for residential car parking. Controlling the admissions of the cars in specific period of the day in the whole development or certain areas of it. Limitation of ââ¬ËNon-residential car parking and providing restricted parking at workplace. Promoting use, offering some concessions and favouring actions on eco-friendly cars or scooters. The transportation decisions in the proposed development will totally dependent upon its location, scale and the kind of the development proposed. Also there should be a focus on the capacity of the existing transportation network. (Department for Transport, 2008) 5. Sustainable housing development in rural areas UK government has made a provision in the form of ââ¬ËPlanning Policy Statement 7 Sustainable Development in rural areas, to encourage and deliver the sustainable patterns in new housing development in rural areas. ââ¬ËThe policies in PPS 7 applies to the rural areas like country towns, villages and the wider, mostly undeveloped countryside areas which are on the periphery of the larger urban settlements. (ODPM, PPS 7, 2004, p3) As specified in PPS 7, local planning authorities should emphasis on the location of the new development in rural areas, that it is near to the ââ¬Ëlocal service centres where the basic needs like jobs, residences and the local amenities will be provided closer to each other, so that they can be accessible via public transport and by walking or cycling. (ODPM, PPS 7, 2004) In UK there are various ââ¬Ëcountry towns and ââ¬Ëvillages which are having social, historical and architectural importance, or the make a considerable participation to â⠬Ëcountryside character. PPS 7 suggests to the local planning authorities to make sure that the proposed new housing development admires and where essential, promotes these specific values of that area. Currently in is being tested in ââ¬ËPune, Maharashtra on a trial basis, and is called as ââ¬ËEco housing policy. This initiative was formed with the partnership of the local government authorities (PMC, PCMC) with some national and international private organisations like, USIAD (United states agency for international development), TERI (Tata Energy Research Institute), IIEC (International Institute for Energy Conservation) etc. The main objective of this project to construct urban and rural sustainable ââ¬Ëhabitat, encouragement and distribution of the achievement gained via this project, through a Pilot study in Pune, to the other large urban cities in India. Also to start a ââ¬Ëprocedure of improvement in housing market for ââ¬ËEco Housing in India to carry ââ¬Ëthe supply and demand of eco housing mutually, was the initiative goal of this project. This project got a financial aid by US-AEP (United States Asia Environment Partnership). The main characteristic feature of this project is estimating ââ¬Ëeco-ranking of existing building output and appraisal schemes for acclimatizing to the Indian reference and creating catalogue of ââ¬Ëeco-friendly materials, tools and techniques as advices and suggestions to the Builders and housing developers in Pune. (Eco Housing Corporation, 2009) Eco housing program has started to create awareness and getting noticeable reply from other ââ¬ËMunicipal Corporations like Municipal Corporation of Greater Mumbai (MCGM), who appointed SciTech Part (STP), Pune for assisting MCGM in modifying the measures of the program to suit conditions of Mumbai City. (Eco Housing Corporation, 2009) 7. Summary- Housing is a corner stone component of sustainable development. Providing higher density residential development will encourage sustainable patterns like social inclusion, car free development, through planning systems. In the surrounding area there are many dilapidated sites we can find. Instead of using new green field site for the development, planners can amalgamate these waste land, and increase use of brown field sites for new development, will obviously help in encouragement in environmental and social sustainability. Doing this will help in enhancement of the surroundings of the housing development, restoring the urban form of the area. Mixed land use development will reduce the car use of the residents, bringing required amenities like shops, retails, employment within the walkable distance or by using public transport. Some rural areas having natural and architectural or historical importance should be treated carefully while proposing the new housing development. This wil l help in retaining the ââ¬Ëvillage character of that area. Indian government also initiated an ââ¬Ëeco-housing policy for encouragement of sustainable patterns in new housing developments. Though it was in a starting age, in current times many municipal corporations became aware of their own environment and social issues. They have started adopting this new policy of eco-housing. Pune Municipal Corporation with the help of University of Pune, planning to construct an institute which will help in spreading this ââ¬Ëkey issue of sustainability through education.
